I keep hearing different things on owning a kriss vector. Supposedly if the gun has a stock on it its considered an sbr which people say I'm able to own because the overall length of the gun goes beyond a certain point that makes it legal for someone under 21 to own. But then I hear sbr and people say you have to be 21 to own one, I know without a stock its considered a pistol and I know I cant own a "pistol" unless gifted to me so I need help....

There is no configuration of the Kriss Vector that you can purchase under the age of 21. You are correct on the handgun gifted aspect. I would contact your local Licensing Agency or Law enforcement such as Sheriff or Police Chief for their advice.
