If i put a firearm on layaway and finish the paying for the gun before june 30th will i get the Firearm Serial Number so i can claim the rebate? (smith&wesson m&p 9mm Shield)

I have never been able to receive any of my serial's before they arrived at my FFL. It doesn't appear on my order status. I would contact Buds at 1-859-368-0371 to verify you will still be able to get your rebate as long as you paid in full before the 30th.
