CVA Hunter Break Open 20 GA 24" 3" Black Synthetic Stock Blued
Is this a smooth bore or rifled barrel? Also is it pretty drilled and tapped for a scope rail

This is definitely not a rifled barrel. It is a Smooth Bore. I checked their website and other online forms and I couldn't find anything about it being ready for Optics or tap and drill for your option and your question. Okay sir it was my pleasure to assist you have a wonderful evening bye bye.

this shotgun has a 24" Smooth bore Barrel. CVA does not mention "Drilled and Tapped" so I would confirm this at CVA Customer Service Department - 770-449-4687
