The new york safe act stipulates that the ban on internet shipping only exists if NY has created a background check system. Since they have not created such a system, can't Bud's do direct to home shipment of ammo?

Its due to local laws. Some places in CA will not allow shipping of ammo to a home, while another city in the same county of CA will. It all starts with local government and its why we all need to get involved starting with our own communities.
