Would I need a pistol permit to purchase or a carry license. I live in Minnesota. any help would be good, I cant call the sheriff since it's the weekend

You should not need a pistol purchase permit but I would verify that with the Local FFL holder that will be doing the transfer as it is his license that is on the line if he does it incorrectly
Joshua, The Sheriff's Dept non-emergency number will pick up on the weekends. But no problem with the Shockwave in MN. It is not a handgun. Buy with confidence.
Joshua, As long as your 21 you can buy a firearm like the Shockwave with confidence in MN. No problem. The Shockwave and other AOW -Any Other Weapon firearms- are not pistols/handguns.
