UPS has lost my gun, after it sat in Lenexa KS hub for several days (Likely stolen--UPS details said empty carton). Anyways, I had full insurance on the gun via shipping--asked the Buds agent for a refund as they don't have stock anymore for it. I was told it had to go to claims and then I would be given options. I was adamant I wanted a refund as I wanted this particular gun and will get elsewhere--but was told it would go to claims and then they would contact me with options. This normal?

Yes. Red tape. Bureaucracy at its best. Sorry this happened to you. Just follow buds instructions and follow the steps and you will get the refund. Hopefully it is soon. Stay safe and have a great day!!
