I am not a lawyer and this is not legal advice. This seems to be complicated as you are dealing with 3 different states. Fortunately, all 3 states have favorable gun laws. There are no residency requirements for buying a rifle or complete lower for someone who lives in Ohio. As for Kentucky, there is no need for a permit and you are required to show state ID (any state) in order to conduct a background check and initiate firearms purchase. The problem is your friend's Florida driver's license. Under Florida law, you have a 3 days waiting period for firearms, meaning that your friend can have the gun right away and need to wait 3 days after the background check is cleared. Now, here's where I am not sure. Since your friend lives in Ohio and not Florida, my take is that your friend can ignore Florida laws and only mind himself with Ohio and Kentucky laws. So I personally think its perfectly fine. That being said I would call Buds ahead to clear it up as many large retailers can be a little stricter than your typical local gun store. I hope this helps.
