In my state of Oregon you can buy a firearm as a gift for a member if immediate family ie blood relatives and gift it to them with no issues (as long as their not prohibited from owning guns) is check the specific laws in your state. The purchase still has to be made in your name and in Oregon transfer to direct family doesnt need to go through an FFL.
If in doubt you can always get the recipient a buds gift card and sit down with them and say hey i wanted to get you this gun and here's the means to lay for it, then you have them order, pay with the gift card and they pick it up, so there's no straw man or any shade being thrown and you can still gift the tool you were wanting too.
