Bud, lever action rifles do not carry the same restrictions as semi-auto's and the .17 Henry Golden Boy is a legal rifle in NJ. You can confirm this with your local FFL Dealer. Cheers and stay safe!
I would.think that would be fine, but I'd double check with a local ffl.
On buds NJ compliant pdf it says .22 tubular is exempt but makes no mention of .17
