YES, it is legal. There was a bit of confusion when the Mossberg shockwave was released as to whether PA would consider it an SBS. But eventually the PA state police green lit the Mossberg shockwave to be concealed carried under their laws. However, a lot of gun store still don't sell it to PA despite this new ruling.
