Yes, that is the gist of it. All interstate transfers of firearms need to take place between FFL (Federal Firearms License) dealers. The firearm is paid for and then shipped to that dealer and does not become yours until you meet with them and fill out a Form 4473 and anything additional that your state might require (the dealer will know and should have all these forms available for you). Depending on the dealer you use, it may or may not necessary to contact them prior to making a purchase to be sure that they are willing to accept the transfer.
