Edward is correct they have a fixed stock and a 10 round magazine in 9mm that would be models 19101, 19102 19127,19116 and 19117 in 40 S&W 19110 and 19111 https://ruger.com/products/pcCarbine/models.html
Stephen, CA compliant has a fixed stock without a pistol grip and 10 rd magazine. It may or may not have a threaded barrel, depending on which model you choose. There are a few different models, so not sure which one you saw on Hickock45, but the CA compliant version will have a traditional stock. >>>> https://ruger.com/products/pcCarbine/specSheets/19101.html ......Model 19101 is non-threaded and 19102 is threaded.

Stephen, the California compliant design prevents the magazine release button from being engaged while fully assembled, locking the magazine into the receiver. To release the magazine from the rifle, the shooter will be required separate the upper from the lower by pulling on an extended (rear) takedown pin with an attached cord to make the process easier. Once the magazine has been released the rifle can be re-assembled and shot once again.
