Keshon, unfortunately it is not due to being Semi-Auto with Detachable Magazine. Black Aces has a CA compliant Pump 12ga Bullpup : https://blackacestactical.com/product/pro-bullpup-pump/

Keshon, unfortunately no the TBP12P is not legal in California due to the detachable magazine. A semi automatic shotgun with any detachable magazine is prohibited. Sorry but hope this helps.
