Hi Alex, no transfer fee at Bud's retail store if you pick it up there. This is according to Bud's FFL locator, FREE IN STORE PICKUP.

Alex, I'd contact buds customer service at 859-368-0371 Monday thru Friday 9am to 9pm or you can use the blue chat button at the bottom right corner of your screen for a definite answer since we're finding different answers. Sorry can't give a definite answer but hope this helps some.

Alex, unfortunately yes they're ran separately so there would be a transfer fee. Not 100% sure we're just customers as yourself not buds employees but reading looks like they charge $35 for the transfer fee but I'd recommend contacting the buds you plan on picking it up at to double check. So there's really no benefit of shipping it to buds as your FFL unless they're the closest FFL to you.
