What is the difference between the model 13591 and the model 13732s

Hi Dominick. 13732s is the compliant version for those that live in restricted states. It comes with (2) 10rd magazines.
13591 comes with 3 magazines, (1) 10rd, (1) 13rd, and (1) 15rd magazine.
There is no other difference between the guns, and the compliant model will also accept larger capacity magazines.

Hi Dominick and welcome. Only the magazine capacity. Model 13591 comes with 15rd mags and Model 13732 comes with 10rd mags for sale in capacity restricted states. Cheers and stay safe!
